It's normal, especially early on, to have one breast bigger than the other. Your mom is right - many times a difference in breast size evens out once a girl is older, usually by age 20. For right now, though, your best option is to talk to a doctor about your concerns. You can also visit a lingerie specialist. There are special inserts you can wear until you finish growing, and they're much easier to use and more natural looking than tissues. Women in their twenties who still have uneven breasts can get plastic surgery to correct the difference, but doctors won't do surgery while a girl is still growing.
