Should stores like forever21 & h&m have larger sizes?

So today I went shopping, and I found some super cute clothes.. the problem is they ran up to a large, which I usually wear, but it fit like a medium!! Im too small for plus size clothes and too big for clothes at normal stores..I also found some cute shoes at h&m but the biggest size I could find was an 8, i'm a 9 1/2! I think stores shoud stop expecting everyone to be so damn petite, curvy people like fashion too!
